District Co-ordination Office

District Co-ordination Office (DCO) completes important tasks like transitional problems including re-structuring of devolved offices, rationalization of staff, etc. A brief account of the functions of this office are as under:

Co-ordination Wing

  • District Officer (Co-ordination) is the in-charge of this wing. He Co-ordinates with the departments of District Government with the provincial and The Federal Governments on behalf of the DCO Coordination during major events like elections, Moharram and Ramzan-ul-Mubarak etc.
  • Co-ordination in connection with relief work especially during floods and other natural calamities.

Human Resource Management Wing

The post of DO HRM is a created post after the Devolution Plan and with the maturity of the devolution system; this post of DO HRM will grow in stature and utility to the common benefits of devolution system. At present and even in the past, DO HRM Jhelum has also been entrusted with the work/additional duties of DOC Jhelum. HRM wing is responsible for the rationalization of staff, creation of posts and initiation disciplinary proceedings, its other functions are as following:

  • Domicile Branch, arms Licensing branch secretary DRTA affairs are also being looked after by the DO HRM
  • Training of personnel’s of District Jhelum being held from time to time is also being dealt with by the DO HRM
  • Matters regarding the seniority promotions etc of Government employees of the District Govt. are also being disposed off by the DO HRM
  • Disposal of Chief’s directives issued from time to time by the chief minister’s secretariat is also being done by the DO HRM Jhelum
  • Hearing of the appeals filed by the government employees of the devolved departments to DCO against the orders of Tehsil Nazim etc in the district
  • Disposal of various enquiries on petitions of the people made to DCO regarding their grievances at the grass root level is being done at regular basis by the District Office HRM

Working of Domicile Branch

As per policy of the government following documents and reports are pre-requisites for the issuance of domicile certificates:

  • NIC or Form B in case of minors
  • Residential/land property proof in respect of applicant or his parents
  • Academics certificates/Birth certificate or voter list
  • Statement of the applicant (in person before Tehsildar)

The said branch also deals with the issuance of No Objection Certificate (NOC) for the installation of Petrol Pumps, CNG stations and Licenses are also issued for Kerosene/Diesel Oil. During the tenure of the resent District Government NOC/Licenses issued are:

  • Petrol Pumps
  • CNG Stations
  • Kerosene/Diesel Oil

Civil Defence Department

The Civil Defense is one of the more essential departments in the whole civilized world. Since the establishment of the District Government the civil defense department is one of the departments with attached DCO office. Department is headed by District Officer Civil Defense. D O Civil Defence acts as technical advisor to the DCO who is designated as Civil Defence controller. He is responsible to organize training programme for various categories. He is also responsible for bi-annual inspection of fire brigades and fire services in different establishments. He is also supposed to hold fire coordinating exercises. Selection of volunteers and carrying out advertising campaigns and the awareness of civil defense also falls in his jurisdiction.
