Organization

The Secretary to the Government of the Punjab, Social Welfare, Women Development & Baitul Mal (BS-20) is the Administrative Head of the Department and exercises overall supervisory control. Two Deputy Secretaries (BS-18) one for administration and the other assists him for Women Development. There are four section officers (BS-17) each dealing with establishment, development schemes, social welfare and general administration.
 
The Directorate General of Social Welfare Women Development & Baitul Mal, is the attached Department, which is headed by the Director General (BS-20) assisted by three Directors (BS-19) each dealing with Disabled Rehabilitation, Research and Development and Administration. They are assisted by four Deputy Directors (BS-18) each dealing with Industrial Homes, Design, Planning and Research. Deputy Secretary / Deputy Director (Women Development) looks after the Women Development sector and reports to the Director General. Deputy Director incharge of NGOs and Public Relations also directly report to the Director General. Fourteen Assistant Directors (BS-17) rank officers are attached with the Deputy Directors.

Punjab Baitul Mal Council is headed by AMEEN, PBMC (BS-20 Status) nominated by the Government. Director General, SWWD&BM is the Ex-officio Secretary of the Baitul Mal Council and is assisted by one Deputy Administrator (BS-18) and one Assistant  Secretary (BS-17). Baitul Mal Committees have been established at the District level by PBM council to assist the Council in the distribution of BM funds to the Mustehqeen including poor and the destitute for their welfare and rehabilitation.
 
Punjab Social Service Board, a statutory autonomous body came into being in 1970 to ehance efficiency and departmental coordination within welfare /voluntary organizations (NGOs) in the private sector. Governor, Punjab is the President  of the Board. The board provides financial and technical assistance to the Voluntary Social Welfare Agencies (Registration & Control) ordinance, 1961.
 
Social Welfare Women Development & Baitul filed organization consist of a Deputy  Director (BS-18) posted ad Divisional  level as the Divisional Administrative Head tosupervise/control and monitor ongoing Social Welfare Programmes in the public and private sector. Each Deputy Director is assisted by 3 to 5 Assistant Directors/Managers (BS-17) posted at District level under his jurisdiction and social welfare officers (BS-17) incharge of Institutions/Projects located at Tehsil/sub-Tehsil level. Assistant Directors also act as Secretary by Baitul Mal Committees and Training and Rehabilitation Committees for Disabled working at the District level. The Divisional Deputy Director is also the registration authority for registration of NGOs whiles the Director General, Social Welfare in the Licensing Authority for Children Homes (Orphanages).
